A WhatsApp chatbot follows a fixed flow of menus, buttons and keywords, which suits simple, predictable tasks like tracking an order. An AI agent understands free-text questions, answers from your own information, asks qualifying questions and decides when to hand over to a person. Sales teams with varied questions usually need an AI agent with a clear human handover.
Both answer customers on WhatsApp without a person typing, but they work in different ways. A chatbot follows a script you build: a menu, buttons, keyword triggers and fixed replies. An AI agent reads what the customer actually wrote, answers from the information you give it and decides what to do next. Which one you need depends on how predictable your customers' questions are.
The difference at a glance
| Rule-based chatbot | AI agent | |
|---|---|---|
| How it works | Menus, buttons and keyword rules | Understands free-text messages |
| Best at | Fixed tasks: order status, opening hours, booking a slot | Varied questions: price, location, suitability, "is this right for me?" |
| Off-script questions | Fails or loops back to the menu | Answers if the information exists, or hands over |
| Set-up | Draw every path in a flow builder | Add your knowledge and qualifying questions |
| Upkeep | Edit flows when anything changes | Update the knowledge, review conversations |
| Risk | Frustrates people who type freely | Needs clear limits so it answers only from your information |
Which one fits your business
- Choose a chatbot if most chats are the same few requests, like an e-commerce store answering "where is my order?" or a service booking with set slots.
- Choose an AI agent if leads ask open questions before buying, such as property buyers, patients, students or travellers, and you want them qualified before a salesperson calls.
- Use both if you have a few fixed tasks and many open questions. Buttons for the fixed tasks, AI for the rest.
Rules that apply to both
- The WhatsApp Business Messaging Policy allows automation when responding inside the 24-hour window, and asks for prompt, clear escalation paths, such as handing over to a human in the chat.
- Outside the window, any message you start must be an approved template.
- Meta's WhatsApp Business Platform terms, last modified 23 September 2026, prohibit providers and developers whose primary offering is the AI technology itself from using the platform. An AI agent that answers your own business's customers through your solution provider is a different use.
- Meta also offers its own Meta Business Agent, which its pricing page lists as a separate, charged message category.
What a good sales AI agent does
- Replies to a new lead within seconds, day or night.
- Answers only from your prices, locations and policies.
- Asks the questions your team always asks: budget, area, timeline, product interest.
- Hands hot leads to a person with a short summary, and says "let me connect you" when unsure.
- Never pretends to be a human.
How salestrack helps
salestrack's AI sales agent, included on the Growth plan, greets new WhatsApp leads, answers from the knowledge you add, asks your qualifying questions and hands hot leads to the owner with an AI summary. You choose how it introduces itself and when it hands over, and you can run it only after hours. For structured flows, salestrack also has ready-made chatbots and ready-to-use workflows for different use cases, which you can edit or replace with your own custom workflows, and run on any WhatsApp number you connect. Handed-over chats land in the shared inbox. See pricing for plans.
Related questions
Is a WhatsApp chatbot free?
Bot builders are priced by each provider, and some have free tiers. Meta also charges per delivered message on the WhatsApp Business API, with the first 1,000 service replies per number each month free and messages inside a free entry point window from a Click-to-WhatsApp ad free.
Is WhatsApp's own business AI agent free?
Meta lists a separate Meta Business Agent message category on the WhatsApp Business Platform. Meta's pricing page says these messages are charged, even inside free entry point windows.
Can an AI agent replace my sales team?
No, and it should not try. It handles the first reply, common questions and qualification. Negotiation, objections and closing still need a person, and WhatsApp's policy asks for a clear way to reach a human.
Can I use ChatGPT on WhatsApp for my business?
Meta's WhatsApp Business Platform terms prohibit providers whose primary offering is the AI itself from using the platform, while allowing businesses to work with an AI provider as their solution provider. Use a tool built to serve your own customers on the official API.
Can I start with a chatbot and add AI later?
Yes. Many businesses keep buttons for fixed tasks, such as booking or order status, and use AI for free-text questions. What matters is that both hand over to a person cleanly.
