What is the WhatsApp messaging limit and how do I increase it?

Updated · By the salestrack team

Short answer

The WhatsApp messaging limit is how many unique people your business can message outside a customer service window in a moving 24 hours. New business portfolios start at 250. Verify your business or send 2,000 high-quality template messages in 30 days to reach 2,000; after that Meta raises it automatically when you use half of it with good quality.

On the WhatsApp Business API, your messaging limit is the maximum number of unique WhatsApp users your business can deliver messages to outside a customer service window in a moving 24-hour period. In practice it caps how many people you can reach with templates, such as a broadcast, in a day. It does not limit replies to people who wrote to you in the last 24 hours, and messaging the same person twice uses only one slot.

Messaging limit levels

Meta's messaging limits documentation, checked on 1 November 2026, sets these levels:

LevelUnique users per moving 24 hoursHow you get there
Starting250Every new business portfolio
Level 22,000Complete a scaling path, then pass Meta's quality review
Level 310,000Automatic scaling
Level 4100,000Automatic scaling
TopUnlimitedAutomatic scaling

Limits are set at the business portfolio level and shared by all its phone numbers. A new number added to the portfolio uses the same limit.

How to increase your messaging limit

From 250 to 2,000. Complete one of three scaling paths:

  • Verify your business in Meta Business Suite.
  • Have the partner who onboarded you verify your business.
  • Deliver 2,000 messages outside customer service windows to unique users within 30 days, using high-quality templates.

Meta then reviews your message quality and approves or denies the increase. Business verification is usually the most direct path.

Beyond 2,000. Meta raises your limit by one level within 6 hours when both conditions are true: you send high-quality messages across all your numbers and templates, and you used at least half of your current limit in the last 7 days. So a business at 2,000 needs to reach at least 1,000 unique users in a week before moving to 10,000.

Keep quality high so the limit keeps growing

  • Message only people who opted in to hear from your business.
  • Send fewer, more relevant templates to tighter segments.
  • Include an easy opt-out in marketing templates and honour every stop request.
  • Watch template quality ratings. Templates with many blocks or reports can be paused.
  • Split a list larger than your limit into daily batches, most engaged contacts first.

Encourage customers to start chats too. Replies inside the 24-hour window do not count toward the limit at all.

How salestrack helps

The WhatsApp numbers page in salestrack shows each number's quality rating and daily limit. WhatsApp broadcasts go only to opted-in contacts in segments you choose, opted-out contacts are excluded automatically, and the app shows the cost of each broadcast before you send. For the full rules, read our broadcast guidelines.

In WhatsApp Manager, go to Account tools, then Messaging limits. Developers can read it through the API field whatsapp_business_manager_messaging_limit.

Is the WhatsApp messaging limit per phone number?

No. Meta sets messaging limits at the business portfolio level, shared by all phone numbers in the portfolio. One busy number can use the allowance for every other number.

You have messaged as many unique people with business-initiated messages as your current level allows in the moving 24-hour period. Wait for the window to roll forward, split large sends across days, and work on raising your level.

Does the messaging limit apply to the WhatsApp Business app?

This messaging limit is a WhatsApp Business Platform (API) rule. The WhatsApp Business app has its own separate rules and features.
